APPEAL TO PETITION The "Comité des Frontières du Cambodge" in France appeals to all compatriots, inside and abroad, beyond the politic sensibility, to a personal or collective petition in order to preserve the Cambodia integrity. This petition is made to bring pressure to Cambodian Royal Government and will be sent to all high authorities in the Kingdom (The King, National Assembly President, Senate President and Constitutional Council President). It stress on the respect of spirit and terms of Paris Agreements on October 23th, 1991 which prescribes three major points among many others : ? Cambodia must maintain its sovereignty and its territorial integrity and must put an end to all incompatible treaties and agreements with its sovereignty and territorial integrity ? All the signatories of Paris Agreements on Cambodia must respect fully the sovereignty and the territorial integrity of Cambodia ? In case of violation of the Cambodia territorial integrity, all the signatories must confer in order to take appropriate measures. This appeal is also addressed to the signatories of Paris Agreements on October 23 th, 1991 to point out the problem of Cambodia frontiers. Therefore, the Vietnamese-Cambodian joint Commission on the frontiers agreed to base their negotiations on the treaties and agreements signed during the occupation of Cambodia by the Vietnamese armed forces, notably : ? Treaty of Peace, Friendship and Cooperation (25 years at the sign and renewal by tacit agreement every 10 years) on February 18 th,1979 ? Treaty of "territorial waters and historic waters" on July 7th,1982 ? Treaty of "Frontier Status" on July 20th, 1983 ? Treaty of "Frontier Delimitation" on December 27th, 1985…. Consequently to the Treaty of July 7th, 1982, Vietnam and Thailand could signed an Agreement on August 11th, 1997 delimiting their territorial waters to the prejudice of Cambodian maritime waters.
